Vertigo is the man who confronted Batman and Talia.
History
When Wayne Enterprises was bringing a sonic drill to Gotham City, the mysterious man known as Vertigo used his vertigo-inducing powers to cause Gotham Police Department to suffer vertigo and hallucinations. Despite intervention from Batman and Talia, he escaped with the drill. Batman and Talia infiltrated Vertigo's castle to take the drill back, and ultimately confronted him in a bell tower. When Vertigo was about to use the sonic drill to destroy Gotham City, Talia made the bells sound loudly, penetrating Vertigo's hypnotic effects and disabling the man himself. In order to escape, Vertigo jumped down the tower into a nearby river, likely falling to his death.
