Toby Raynes was the partner of Metropolis SCU head Maggie Sawyer.
History[]
When Maggie was wounded by Intergang, Toby sat at her bedside in the hospital. She stayed with her during Darkseid's invasion of Earth, and tried to console her after Dan Turpin was killed. She later attended his funeral.
