Terrapin was a member of Bullwhip's gang.
History
Though already strong himself, the enhancements Dr. Corso gave Terrapin made him almost unstoppable. With his full body armor, he served as the gang's muscle. His armor did have down sides: it restricted his mobility, agility and sight. Batman made good use of that in their final fight: when Terrapin ran at him, Batman triggered the override. Now without protection, Terrapin charged into a wall headfirst and knocked himself unconscious.
