The two people smart enough to hack the Watchtower could be Atom and Steel, but another contender is Mister Terrific, whose page on this wiki specifically describes him as one of the three smartest human beings on Earth. I had assumed that Batman was referring to Terrific and Atom.
John Constantine Cameo???[]
