"Spider" Conway was a convicted felon.
Conway worked for several bosses in his career, including Killer Croc and Rupert Thorne. The former went to jail based on his testimony, and Conway was prepared to sing about Thorne too. Two years into his sentence, he brokered a deal with the D.A.'s office; ten years off in return for information. On route from Stonegate Penitentiary to Gotham Harbor, Croc planted a bomb on the patrol boat that was transporting him. Croc abducted Conway prior to the bomb's detonation. Though the boat guards escape the blast, Conway was deemed missing. Batman, who figured this had something to do with Thorne, interrogated the gangster. However Batman reached a dead end as Thorne was not responsible for Conway's disappearance, simply remarking he was not worried about testimony from "that loser".
Croc, hoping to incriminate Detective Bullock, brought Conway to his underground cave, and later also brought in Joey Martin. The kidnapped pair managed to escape when Batman showed up and provided them with rebreathers, but they were recaptured on their way out.
