Slaz was a dimwitted alien.
History
When Slaz was imprisoned at Oblivion, his brother Sniff offered Lobo one box of Cuban cigars if he could break him out. Lobo accepted and quickly made his way to Oblivion, where he found Slaz unwilling to cooperate. It was his cellmate and lover Major Snake's birthday, and only after Lobo told him it wasn't actually a jailbreak, but a surprise party for Snake, did Slaz come along.
