Both characters wore mostly black and carried an unusual weapon for their vigilante practices (Phantasm wears a handheld scythe on her right forearm, and Payback uses a laser-whip), both characters also had secret identities that neither of the respective Batman initially suspected (Phantasm was Andrea Beaumont, Batman's former lover, and Payback was the son of Dr. Stanton, Kenny Stanton), both have aliases that start with a "P", both had characters who were initially suspected to be their true identity until circumstances cleared their names, and were likewise also voiced by the same actors (Phantasm was initially suspected to be Carl Beaumont, a man who was in hiding from the triad mafia, and both Phantasm and Carl were voiced by Stacy Keach Jr., likewise, Payback was initially suspected to be Howard Lewis, a person close to the patients at the rehabilitation clinic who matched the physical profile, had access to the patient's files, and had a similar welding tool for carving figurines to Payback's primary weapon, and both he and Payback were voiced by Bill Fagerbakke.), lastly, their motivation for doing the vigilante work that results in the targets deaths as well as the nature of his targets themselves dealt with their father (Andrea Beaumont's father was murdered by Valestra's triad gang using their hitman, the man who would later become the Joker, so she specifically targeted Valestra and his triad, as well as the Joker to avenge her father, and Kenny Straton was himself neglected by his own father, so he tries to attack the people who were bullying or abusing his patients so he wouldn't have to be neglected.), and both characters, while doing their vigilante work, also framed the respective Batmen in the process.
