Packard was an officer of the Dakota Police Department.
History
Packard was a veteran officer, serving in the police for quite a while. One of his many arrests was Marcus Reed.
Later, out on patrol with his partner Rojas, Packard was sent to investigate a break-in at a warehouse. Packard saw the damage and concluded that it must have been a Bang Baby. Reluctant to call for back-up, Packard lead Rojas into the warehouse. As they investigated the damage, Packard was attacked and injured by a giant monster. Rojas called for an ambulance.
