Petty was born in Chattanooga, Tennessee, and first broke into television in the 1980s, with appearances on The Twilight Zone, Head of the Class, Miami Vice and the Psycho spin-off pilot Bates Motel (with Robert Picardo, Jason Bateman, Khrystyne Haje, and Bud Cort). She carved a niche for herself in maverick, rebellious female roles, notably as Tyler in Point Break (with John C. McGinley and Tom Sizemore), Kit Keller in A League of Their Own, Rae in Free Willy (with Michael Ironside), and the title character of Tank Girl (with Ice-T, Malcolm McDowell and Don Harvey).

Recently she appeared in the Live-action Netflix TV Show Orange is the New Black.

She also reprised her role as Livewire for the video game Superman: Shadow of Apokolips.
