Howard Lewis worked at the Gotham Youth Counseling Center.
History
Howard, a big lug with a kindly nature, created all the center's video material. He became good friends with Dr. Stanton's son Kenny.
When the mysterious Payback attacked people close to patients of the Center, Batman's first suspect was Howard since he had access to the files, the right posture, and used a welding tool similar to Payback's whip in his sculpting. However, even though Howard was a child at heart, he wouldn't bring it upon himself to harm anyone. Batman did not find he was wrong until it was too late. While he was fighting Howard, Payback attacked another victim. Batman sheepishly apologized and left Howard alone, with only his broken sculptures remaining.
