"Hips" McManus was a Gotham City thug with Dwarfism.
History[]
Hips was a con man hired by Rhino and Mugsy to impersonate Scarface. Presenting himself as the puppet come back to life, he scared Arnold Wesker closer and closer back to Scarface. He always kept a safe distance, and even managed to shake off Batman, who then found him out. The next day, he and Batgirl confronted Hips at his apartment, and he caved in with little pressure, telling them everything he knew.
