In a parallel universe, the Flash was instrumental in the Justice Lords' adoption of fascist methods and their subjugation of their Earth for what they saw as the greater good.
History
This Flash's history was identical to his Justice League counterpart until President Lex Luthor threatened the world with nuclear war in a scheme for personal power.
Death
Through unknown circumstances, the military under Luthor's leadership was able to capture the Flash. Beaten, bruised, and weakened, Flash was brought before the President. Held in place by two soldiers, President Luthor publicly executed the Flash with a shotgun.
Legacy
The Flash's unjust murder caused his teammates to retaliate and attack the White House directly. Luthor boasted that he'd be back to commit evil again soon because Superman lacked the conviction to end his activities for good. Superman responded by incinerating the President with his heat vision. Afterward, the Justice Lords took complete political control of the Earth, instituting conditions near martial law, suspending elections, and stopping free speech protests. Two years later, Flash's death was still felt by his teammates (most notably by Green Lantern and Hawkgirl).
League Meets Lords
While the Justice League was held captive by the Justice Lords, the League's Flash used Lord Batman's psychological weakness regarding deaths of people he cares for to escape by making Lord Batman believe that he had died through the Justice Lords' actions. During the encounter with the Lords, the League discovered that Flash was the "glue" holding both teams together and keeping them from venturing down a path too dark. Lord Superman himself hesitated before deciding to kill the League's Flash, before he was stopped by the Justice League's Superman.[1]
Cadmus and Superman Questioned
During the Cadmus Crisis, the Question discovered evidence of the Justice Lords' struggle with president Luthor and the dark path they took afterward. He became convinced that a similar series of events would happen in his universe, leading to a war between metahumans and humans that would destroy the Earth. During his investigations, the Question was captured by Project Cadmus and tortured by Doctor Moon. Superman and Huntress' mission to rescue the Question escalated the already tense relationship between the Justice League and Project Cadmus.[2]
When Lex Luthor merged with Brainiac, the combined entity created an android replica of Flash with an appearance based on the Justice Lords' costumes. The fused villain also tried to kill Flash to break the league as his counterpart had.[3]
