Downpour was a member of the Ultimen.
History
Created by Project Cadmus as a twin brother to Shifter, Downpour was a strong, yet somewhat arrogant, big brother. He proved popular with teenagers all over the United States.
After discovering that their benefactor, Maxwell Lord, was not what he said he was, and that they were merely the current batch from a perennially-doomed experiment of creating superpowered clones with implanted memories, the Ultimen rebelled. During their rampage, the Ultimen were confronted by members of the Justice League and the twins ended up fighting Aquaman. After Aquaman knocked Shifter unconscious, Downpour went after the King of the Sea himself, but found that his powers were useless on the Atlantean. After their arrest, the Ultimen (minus Long Shadow, who had shifted his allegience to the Justice League) were taken to Cadmus where they are assumed to have soon died in captivity from cellular degredation.
In order to support Galatea's attack on the Justice League Watchtower, Cadmus manufactured an army of Ultimen clones, including Downpour. While retaining the Ultimen's powers and expertise in using them, the clones were essentially mindless, possessing no free will so as to be used only as living metahuman weapons of destruction (which, ironically, was what the original Ultimen feared the government wanted them to be all along). The clones served to distract the League while Galatea went after the reactor. However, the assault failed as the League successfully defended their home in a massive battle.
Powers & Abilities
A hydrokinetic, Downpour had the ability to change himself into living water, and control water in his direct vicinity, similar to Aquagirl or Marvel Comics' Hydro-Man.
Background Information
Downpour as well as the rest of the Ultimen are based on original characters from the SuperFriends series. These characters were meant to add racial diversity to the team but are ironically regarded as racial stereotypes today. Downpour is an update of the Zan of the Wonder Twins. Like the Wonder Twins, Downpour and Shifter tended to call out their form of attack before proceeding. (Downpour: "Flood!"; Shifter: "Sea Serpent!")
