Doctor Moon was an expert in psychological conditioning and torture and a member of Project Cadmus.
History[]
Doctor Moon was recruited by Cadmus apparently to replace Dr. Hugo Strange as Division Head. His task was to determine how much information the Question had read from the Cadmus files. Moon tortured him with an apparatus that imprinted nightmarish images into his brain, such as Lex Luthor becoming President of the United States, the Flash being executed, and Superman beginning a war that eventually destroys the planet. The Question resisted long enough to be rescued by Superman and the Huntress. Moon offered no resistance but was still nearly killed by Huntress's crossbow, yet spared by Superman's intervention.

- Question's interrogation scene was originally going to be carried out by Dr. Hugo Strange, but the Bat-embargo made the character no longer available and was replaced by Doctor Moon.[1]
- While unnamed during his JLU appearance, Moon was identified during the DVD commentary for the The New Batman Adventures episode "Critters".
