Barnsdale was the chief of the Dakota Police Department.
History[]
Chief Barnsdale had a tough time cracking down crime in Dakota after the Big Bang changed many of the city's inhabitants. One of his first ideas to battle the bang-babies was the Metahuman Capture Division, which would use non-lethal force. Later, he decided to let Static and occasionally Rubberband Man, deal with metahuman crime.
