Carter was a henchman of Ra's al Ghul.
History
Carter served as Talia's servant similar to what Ubu did years earlier. When Bruce Wayne came with Talia to gain eternal youth, Carter assisted him as he bathed in the Lazarus Pit. Later, when Bruce and Terry McGinnis realized their mistake and tried to leave, Carter got in their way. He managed to taser the duo as they uncovered the true identity of his employer. Shortly after, when Terry escaped, Carter gathered his men to find him. However, Terry managed to defeat him as Batman and rescue Bruce.
